Mandragora and pet would idle in bastok even when there was no campaign (saw him with the gobbue a lot), does it idle in other cities?

If the zone adjacent to a Stronghold is occupied by the enemy that nations units will spawn in town even without battles which is why freelancers idle there. Otherwise those kind don't appear in town outside of being dispatched.

Er, that's not true. Bastok owns N.Gusta and troops still get dispatched to Markets, including Freelances.

Bastok must be missing resources then. It's a bug I see on Bahamut, but it only happens to Bastok/Windy because they were under attack at some point. It never happens to Sandy.

Not true. I saw the light unicorn npc puttering around near the Bastok [S] home point, with a green NPC name and the campaign icon. No campaign battle in progress.

I helped get it for windurst on pandemonium, It is just a balls-boring cycle of
Cure V UNicorn > Recall-Jugner > choco 30 seconds back to ixion > Repeat steps 1 through 4.

It is only bad if you dont have a whm to help you with recalls or if you dont have the AN to spend for the expensive chocobo's.

I've seen Titania sitting in Windy several times as an NPC. Does the little, she looks to be smiling at you thing just like outside as well.

Did she have a sword next to her name? Some cities are bugged, in that they will "defend" because they are missing resources, due to a previous city attack. In those cases, yes they can appear. However for superior cities like Sandy on Bahamut, they will never defend.
