You know I was wondering this myself the other day, I'll go test it now.
This a little open ended, so I'll just post my tests~
I used the Level 0 Bees outside Gustaberg. They have a base delay of 360. Bee attack animations suck and there's some varying, so I take a total of 10 attack rounds and do an average. I've been doing many of these tests /w Slow + MND, so I know the margin of error is around +/- 5 delay.
Carnage Elegy /w Requiem Flute: 543.6 Delay. ~51% Slow
Carnage Elegy /w Gjallarhorn: 544.0 Delay. ~51% Slow
Carnage Elegy /w Soulvoice + Gjallarhorn: 543.4 Delay. ~51% Slow
There's a lot that needs to be checked. I don't have the time to run more tests atm, because I have a few other projects I'd like to complete first. I'll try running a few more simple elegy tests on harder mobs later to see if there's some kind of cap or just a base 51% slow. In case it matters I had 251 singing, 251 wind skill /w horn equipped.
Why does it have a lower delay with soulvoice gjallarhorn? Or is that 544.4?

Does Soul Voice increase song accuracy in addition to potency on debuffs, or is it just potency?

Either SV increases accuracy, or Vrtra is retardedly weak against light based sleep that a PC 30-40 level below it can easily sleep it with lullaby.

Soul Voice definitely doesn't bring Carnage Elegy to 100% Slow effect. Even if it's not a very scientific way of doing things, a difference of 50% slow would be easy to eyeball.
From all personal experience, there IS a noticeable difference (when you're specifically looking for it, not for practical playing purposes) between using Horn +1 on casting Battlefield Elegy and not using it. I've never noticed a difference (in potency) between Horn +1 Carnage Elegy and casting Carnage Elegy with some other flute. Lot of people swear I'm wrong. Maybe I am, I dunno.
SV _does_ bring Battlefield Elegy's potency up approx. equal non-SV'ed Carnage Elegy. Comparing Carnage Elegy and SV'ed Carnage Elegy, I could never tell a difference. But I'm basing stuff on "the eyeball method" so don't take it for gospel.

The only people I've seen land Bind on Kirin were NIN/DRKs, but that's only becase nobody else casts it, basically. As for Stun, with nearly 300 skill, I landed it maybe 20% tops of the time as BLM. Then again, last time I went to Kirin as BLM I had an Abyssal Earring and didn't have NIN at 75.
50 odd percent of my stuns landed. That's pretty fucking consistant for kirin. I don't think I've ever landed it as blm.Originally Posted by Zilong

Yes, SV elegy is in fact 100% slow. When you use SV elegy the mob actually stops moving completely until elegy wears off. If you stack SV, elegy, and Elemental Seal, then the mob actually goes back in time and starts attacking itself.
