Default Pixies in the present.

Not sure if this has been found yet or even goes into advanced but I found it pretty awesome when a linkshell member of mine found a pixe in West Ronaure

Its possible yes, but the conditions for it to happen are still not quite figured out.

the release of pixies contributes to it. everything was going well and they were starting to appear in higher numbers. Then dark ixion was released, pixies fucked.

Actually, I don't think the first reports of Pixies appearing in non-WotG zones was until after Ixion was released. The first time I saw it anyway was in the Bottled Pixies thread here in July, about a month after Ixion's June release. Someone suggested (either on these forums or in casual conversation at the time, I'm not sure) that Ixion might work as an anti-Pixie where killing him helps out the greater Pixie cause, or at the very least small enough to offset the pixie reduction from farming ash.

I favor that view, because while there have been times where Pixies have stopped curing/raising on our server, it was much earlier this year, and I haven't personally experienced that again since Ixion, while one would think it should be a much greater occurrence now.

I'm thinking the reverse, since there was absolutely no reason to kill pixies at all until Ixion rolled around. I think SE just unlocked them for the present at the same time they added ixion to create a cause & effect system and it just wasn't possible before.

Aren't there 2 other threads about this in the WOG section?

Pixies have always been in the .dat files for other zones since WotG release. Although it's true they might have put them in there in preparation, and just not unlocked the ability for them to actually spawn until later. Either way, it still doesn't change the fact that in February there was a period of time when Pixies wouldn't cure or raise (I know for certain because I died exping DNC sub in N. Gust. [S] and a Pixie refused to raise me, and I posted here about it), but that at no time since Ixion release have I encountered an unhelpful Pixie. This in spite of the fact that there should be more Pixie killing going on nowadays, or at least no less.
